UN Chief's Anniversary Message to Kim Jong-un Hints at Cautious Push to Revive Engagement

North Korea's state media on Saturday published the complete text of a message UN Secretary-General Antonio Guterres sent to leader Kim Jong-un marking the 78th anniversary of the country's founding, an unusually detailed disclosure that experts say points to a cautious attempt by both sides to restart engagement.

The Korean Central News Agency reported that Guterres' message, dated Sept. 9, offered congratulations on the anniversary while steering clear of direct references to Pyongyang's nuclear weapons and missile programs. Instead, the UN chief emphasized shared global challenges, from ending conflicts to tackling climate change, and called for renewed multilateral cooperation.

Yang Moo-jin, professor emeritus at the University of North Korean Studies, said the message reflects Guterres' desire to repair UN-North Korea relations that had been largely frozen since the COVID-19 pandemic. He pointed to Guterres' explicit thanks for the hospitality shown to Joe Colombano, the UN resident coordinator for North Korea, during a July 13-18 visit to Pyongyang — the first such trip by a UN resident coordinator in more than six years. During that visit, Colombano toured UN agency offices in the capital, including those of UNICEF and the World Health Organization.

According to Yang, the careful omission of the nuclear issue and the focus on multilateral cooperation appear designed to keep North Korea engaged within the UN system, suggesting the message doubles as an invitation to resume dialogue around the anniversary.

Pyongyang's choice to release the message in full also serves its own political purpose, Yang said, allowing the regime to present the UN's greetings as further international recognition of its statehood. He noted that North Korea could tie this to the fact that the two Koreas joined the United Nations simultaneously in September 1991, using that shared history to reinforce its argument that Pyongyang and Seoul are recognized internationally as separate, independent states — a narrative that aligns with the North's recent rejection of the long-standing goal of Korean reunification.

Yang added that Pyongyang may also seek to portray warmer UN contact as another marker of its rising international status, alongside deepening ties with China and Russia. Still, he cautioned against reading too much into the exchange, noting it would be premature to link it to any improvement in North Korea-US relations given the Trump administration's skepticism toward the United Nations. He said Pyongyang's stance toward the world body could shift again if it renews pressure over the North's weapons programs, describing the current exchange as both sides simply testing the waters.

KCNA also disclosed anniversary messages from a range of foreign leaders, including Indonesian President Prabowo Subianto, Thailand's King Maha Vajiralongkorn, Britain's King Charles III, Cuban President Miguel Diaz-Canel and Indian President Droupadi Murmu, with Diaz-Canel reaffirming Havana's longstanding solidarity with Pyongyang. North Korea's embassy in Beijing also held a reception on Sept. 8 attended by senior Chinese officials to mark the occasion.
